This assessment, released on Saturday, underscores the agency’s “low confidence” in the determination, reflecting a lack of definitive, consistent intelligence to support the conclusion.
The report, among the first decisions by newly appointed CIA Director John Ratcliffe, highlights an ongoing debate about the origins of the pandemic. Ratcliffe, who served as Director of National Intelligence under former President Donald Trump, has long advocated for the lab leak theory. His assertion suggests that COVID-19 most likely originated from a leak at the Wuhan Institute of Virology, located about 40 minutes from the Huanan wet market, where the initial cluster of infections was identified.
Ratcliffe has called for a more assertive stance from the CIA on the matter. In an interview with Breitbart News, he criticized the agency’s perceived neutrality over the past five years, urging decisive action to investigate the virus’s origins and its ties to China. “Addressing the threat from China is critical, particularly when considering the loss of a million American lives,” Ratcliffe emphasized.
The assessment follows an earlier review initiated during the closing weeks of President Biden’s administration. While the recent report does not include new intelligence, it aligns with growing traction for the lab leak hypothesis within certain circles of the intelligence community. In 2023, FBI Director Christopher Wray stated his bureau’s belief that “the origins of the pandemic are most likely a potential lab incident.”
However, the CIA’s low confidence designation indicates inconclusive evidence, signaling that the intelligence community remains divided. Many scientists and experts support the natural origin theory, positing that the virus was transmitted from animals to humans without laboratory involvement. Critics of the lab leak theory have dismissed it as politically motivated, while Chinese officials have labeled such claims as “political manipulation” by the U.S.
