Following Raila Odinga’s recent defeat in the African Union Commission chairmanship elections, Nandi Senator Samson Cherargei has called for the full implementation of the National Dialogue Committee (NADCO) report. The defeat of Raila, who lost to Djibouti’s Foreign Affairs Minister Mahamoud Ali Youssouf, has brought the issue of political inclusion and governance to the forefront, with Cherargei urging constitutional amendments to reward Raila’s leadership and experience.
In his statement on social media platform X, Cherargei argued that Kenya cannot allow the immense leadership qualities and democratic contributions of Raila Odinga to go to waste, especially after his instrumental role in the country’s political and constitutional reforms. The senator proposed the creation of the office of the Prime Minister as outlined in the NADCO report, a move that would allow Raila to serve the country in this enhanced political role.
The NADCO report, which was co-chaired by Wiper leader Kalonzo Musyoka and Kimani Ichung’wah of the Kenya Kwanza Coalition, includes several key recommendations aimed at strengthening Kenya’s democratic and governance structures. One of the major proposals is the establishment of the Office of the Leader of the Official Opposition, a role for the leader of the largest party or coalition that did not win the presidency. This would be accompanied by two deputy positions, ensuring that opposition leadership has a formal platform within the country’s political architecture.
Additionally, the report recommends the creation of the Office of the Prime Minister, which would be nominated by the President, but require approval from the National Assembly. This proposal seeks to give political leadership a more inclusive and structured form, addressing the concerns of opposition leaders who have historically felt sidelined after elections.
Cherargei emphasized that the implementation of these reforms, particularly the Prime Minister position, is essential to appreciating Raila Odinga’s longstanding fight for democracy, human rights, and the rule of law. He added that such an appointment would be a fitting reward for Raila’s significant role in shaping Kenya’s political landscape, especially after his pivotal involvement in the reforms that led to the current constitution.
