President William Ruto has announced a substantial allocation of Ksh 2.7 billion towards enhancing safety and infrastructure around the lake. Speaking in Kisumu during the opening of the fourth African Sub-Sovereign Governments Network (AfSNET) Conference, Ruto emphasized the pressing need for measures to address the alarming number of deaths occurring in Africa’s largest freshwater lake.
The President noted that inadequate and improper infrastructure has significantly contributed to the high number of accidents on the lake. He revealed plans for a comprehensive Lake Victoria Rescue and Coordination Center to mitigate these challenges and improve emergency response.
Enhanced Rescue Operations
The funds will be used to establish five rescue centers strategically located in the counties bordering Lake Victoria, including Busia, Siaya, Kisumu, Homa Bay, and Migori. These centers will be equipped with rescue boats, ambulances, and evacuation helicopters to ensure quick response to accidents. Additionally, a centralized operational facility will feature a security control center, a communications room, a regional coordination office, and a rescue center equipped with Emergency Medical Services (EMS).
Martin Munga, Director General of the Kenya Maritime Authority, highlighted that the Kisumu-based facility will also incorporate advanced communication systems capable of responding to distress calls. Toll-free numbers are being introduced to facilitate uninterrupted communication, enabling swift responses to emergencies across the lake.
Addressing Frequent Fatalities
President Ruto shared that an estimated 5,000 lives are lost annually on Lake Victoria, underscoring the urgent need for intervention. Many of these fatalities involve fishermen, who face significant risks while working on the lake. By addressing safety concerns, the government aims to protect those who rely on the lake for their livelihoods and enhance food security in the region.
“We are committed to building these rescue centers to make Lake Victoria a safer environment for all who depend on it. This investment will support the entire ecosystem and ensure that young people engaged in fishing can work without fear,” Ruto stated.

The President’s announcement follows the commissioning of the Lake Victoria Maritime Rescue Coordination Center (MRCC) in Kisumu earlier this year, marking the beginning of the government’s larger safety initiative.
