Governors across the country are voicing their frustration over the delayed transfer of devolved functions valued at over Sh270 billion. The county leaders, through the Council of Governors (CoG), have raised concerns about the rationale behind the national government’s delay in gazetting these functions, which is crucial for their formal transfer.
The Intergovernmental Relations Technical Committee (IGRTC) had completed the unbundling and validation of these functions over three months ago, marking a significant step towards strengthening devolution. However, despite the conclusion of this critical process, the functions remain under the national government’s control, causing significant discontent among county administrations.
The CoG, representing the interests of county governments, has emphasized the importance of timely transfer of these functions. Governors argue that the delay hinders the effective delivery of services to the citizens and undermines the spirit of devolution as enshrined in the Constitution.
“We are deeply concerned about the prolonged delay in the gazettement of these functions,” said Governor Anne Waiguru, Chairperson of the CoG. “The counties are ready to take up these responsibilities and have the necessary frameworks in place. The national government’s delay is not only unjustifiable but also detrimental to the progress and development of our counties.”
The functions in question include critical sectors such as health, agriculture, and infrastructure, all of which are pivotal for local development and service delivery. Governors argue that the delay in transferring these functions has stalled projects and services that are essential for the well-being of their constituents.
The tussle between the national and county governments over the control of resources and functions is not new. However, the current impasse over Sh270 billion worth of functions has escalated tensions, with county leaders calling for urgent intervention to resolve the matter.
The CoG has called for a meeting with President William Ruto to address the issue and expedite the transfer process. “We need a clear timeline and commitment from the national government. The people we serve cannot afford further delays,” added Governor Waiguru.
The national government, on its part, has cited bureaucratic and administrative hurdles as reasons for the delay. However, the county leaders remain unconvinced, arguing that such explanations are insufficient given the advanced stage of the unbundling process.
As the stalemate continues, the call for swift action grows louder. Citizens and county officials alike are eager to see these functions devolved, ensuring that local governments have the authority and resources needed to effectively serve their communities. The resolution of this issue is seen as a litmus test for the country’s commitment to the principles of devolution and decentralized governance.
