The Ministry of Health, through the State Department for Public Health and Professional Standards, is intensifying efforts to combat the growing menace of drug and substance abuse in Kenya. On February 5, 2025, Health Cabinet Secretary (CS) Dr. Deborah Barasa launched a public awareness campaign in Laikipia County to highlight the critical need for action against substance abuse, particularly tobacco use, among the youth. The campaign, which spans three days, includes a sensitization workshop in Nanyuki and brings together various stakeholders such as healthcare professionals, Community Health Promoters, and law enforcement officers. The goal of this initiative is to strengthen the country’s national response to substance abuse and foster collaboration among different sectors to address the issue.
In her address, Dr. Barasa emphasized the government’s unwavering commitment to implementing the Framework Convention on Tobacco Control (FCTC) and enforcing existing public health regulations. She highlighted the urgency of tackling substance abuse, which has become a major public health challenge in the country. According to Dr. Barasa, the rising prevalence of drug and tobacco use, especially among the youth, has far-reaching implications for both individual health and the well-being of society at large.
The campaign serves as a call to action for all sectors of society to work together in combating this growing issue. Dr. Barasa stressed the importance of a multi-sectoral approach, involving not only health professionals but also educators, law enforcement agencies, and local communities. The collaborative efforts are aimed at reducing the availability of harmful substances, particularly tobacco, and providing better education on the associated health risks. The initiative seeks to create a more informed and health-conscious population, especially among the youth who are more vulnerable to the allure of substance use.
As part of the sensitization workshop, healthcare workers and community leaders are being trained on how to better address substance abuse in their local contexts. Community Health Promoters are equipped with the skills to raise awareness in their respective areas, ensuring that the message reaches all corners of Laikipia County. Law enforcement officers are also trained on how to enforce regulations that help curb the illegal sale and distribution of substances like tobacco and alcohol.
The Ministry of Health’s efforts are focused on not only prevention but also intervention. The government is committed to providing support to individuals affected by substance abuse through rehabilitation programs and access to mental health services. There is also a concerted effort to improve the regulatory framework surrounding the sale of tobacco and other harmful substances to ensure they are kept out of the hands of minors.
The public awareness campaign in Laikipia County is just one part of a broader national strategy to address substance abuse across Kenya. The Ministry of Health has been consistently engaging with communities and local stakeholders, urging them to take action in their own capacities to prevent substance abuse and promote healthier lifestyles. The goal is to reduce the incidence of tobacco-related diseases, alcohol-related injuries, and the many other health complications that stem from drug use.
In addition to educational campaigns, the government continues to strengthen its enforcement of public health laws. This includes the implementation of stricter policies on tobacco advertising, packaging, and sales, as well as measures to ensure that those caught breaking the law are held accountable. These actions are aimed at creating an environment where tobacco use and drug abuse are less socially acceptable, and where the resources to tackle these issues are more readily available.
The Ministry of Health is also collaborating with other sectors, including education and the police, to create a more comprehensive response to the substance abuse crisis. By engaging a wide range of stakeholders, the Ministry aims to create lasting change and promote a healthier population for the future.
