Health Cabinet Secretary, Aden Duale, has unveiled new reforms aimed at enhancing the country’s health sector. Speaking during the handover event, Duale highlighted a significant increase in the Intensive Care Unit (ICU) and High Dependency Unit (HDU) bed rebate, as well as an enhancement to the oncology package for cancer patients. These reforms are set to take effect from April 1st, 2025.
The ICU and HDU bed rebate has been increased to Kshs. 28,000 per day, a substantial rise that is expected to ease the financial burden on hospitals providing critical care services. This move is part of a broader effort to ensure timely reimbursements to healthcare providers. Duale assured the public that the State Health Agency (SHA) will now settle hospital claims by the 14th of each month, ensuring healthcare providers receive payments on time and avoiding service interruptions for patients.
Moreover, the oncology package, which covers cancer treatment for patients, has been enhanced to Kshs. 550,000 per person. This increase aims to address the rising cost of cancer treatment and improve access to quality care for cancer patients, a group that has long faced significant financial challenges in the healthcare system.
In addition to these financial enhancements, CS Duale addressed the persistent human resource challenges in the health sector. He committed to fast-tracking pending issues within the Ministry of Health and working closely with all stakeholders to develop sustainable solutions for the sector.
Duale also announced a substantial investment in the Kenya Medical Supplies Authority (KEMSA), with the government set to inject Kshs. 1.5 billion through the Supplementary Budget. Furthermore, negotiations are underway for a credit facility of up to Kshs. 5 billion to ensure a 90% order fill rate at KEMSA. These measures are aimed at securing a steady supply of medical commodities across the country, promoting local manufacturing, and reducing the high cost of health products.
To further enhance accessibility, the government has launched a 24/7 TaifaCare Call Centre, available via toll-free number 147, to assist with healthcare-related queries. This move is expected to improve communication and resolve issues related to healthcare services promptly.
Through these comprehensive reforms, Health CS Duale and the Ministry of Health aim to improve the quality, accessibility, and affordability of healthcare services in Kenya.
