Attorney General Dorcas Oduor has appointed Teresia Wanjiku Gathagu as the new Registrar of Societies in Kenya, marking a significant change in the management of society registrations and governance. The appointment was officially announced through a gazette notice dated April 4, 2025.
“In exercise of the powers conferred by section 8 of the Societies Act, the Attorney-General appoints Teresia Wanjiku Gathagu to be the Registrar of Societies,” the gazette notice read.
Wanjiku brings a wealth of experience to her new role, having previously served as Chief State Counsel in the Ministry of Lands and Physical Planning. Her background in legal affairs and public administration positions her well to lead the office that oversees the registration and regulation of a wide array of societies in Kenya.
The Office of the Registrar of Societies, which operates under the Office of the Attorney General, plays a crucial role in regulating social, charitable, and religious organisations. Its functions include registering societies, confirming registered officials in the absence of disputes, approving amendments to society constitutions, and processing changes in names and office bearers. The Registrar also handles applications related to the issuance of marriage books to church ministers and licensing of religious organisations.
The Societies Act (Cap 108) mandates the Registrar to ensure compliance with the law by societies ranging from cultural associations and alumni groups to orphanages, scientific research foundations, and recreational clubs. The Registrar can also recommend exemptions from certain legal requirements for specific categories, such as religious bodies, based on the Attorney General’s guidance.
Wanjiku’s appointment comes at a time when the government is focusing on enhancing accountability and compliance among non-state actors. Her leadership is expected to reinforce transparency in the registration and management of societies, thereby promoting good governance and service delivery within the civil society sector.
