Cabinet Secretary for Public Service, Human Capital Development, and Special Programmes, Geoffrey Ruku, has pledged to enhance the delivery of government services at Huduma Centres, particularly focusing on the expedited issuance of Good Conduct Certificates and other essential documents.
During an unannounced visit to Thika Huduma Centre, CS Ruku emphasized the government’s commitment to streamlining service delivery by addressing inefficiencies and bottlenecks that delay access to crucial documents. He highlighted that his ministry, in collaboration with other government departments, is working to ensure that all citizens can access timely and quality services without unnecessary hurdles.
The CS expressed concern over the alarming number of uncollected documents at Huduma Centres. In Thika alone, over 10,000 driving licences, 8,000 national ID cards, and 1,500 birth certificates remain unclaimed. He urged citizens to collect their documents promptly to avoid service backlogs and improve operational flow.
Ruku also called on public servants, especially those at the sub-county level, to work closely with Huduma Centres to ensure that services reach ordinary Kenyans efficiently. He reiterated the need for officers to adhere to Chapter 232 of the Constitution, which outlines the values and principles of public service, including professionalism, accountability, equitable service delivery, and public participation in policymaking.
“Public servants must uphold high standards of ethics and responsiveness. The Constitution demands equality in appointments, training, and career progression regardless of gender, ethnicity, or disability,” he stated.
He encouraged frontline workers to share operational challenges with their seniors to foster improvement, adding that his visits should be seen not as intimidation, but as an expression of commitment to quality service delivery.
CS Ruku assured that diligent public servants will be acknowledged and rewarded, while underperformers will be held accountable as per public service regulations. “The President is public servant number one. He has entrusted me with ensuring that all Kenyans receive the services they deserve – promptly and efficiently,” Ruku affirmed.
The CS concluded by pledging continued monitoring of service centres nationwide to uphold high standards and meet citizens’ expectations.
