President William Ruto on Wednesday nominated Mbeere North MP Geoffrey Ruku as the new Cabinet Secretary for Public Service and Human Capital Development, replacing Justin Muturi. The nomination came shortly after Ruku was seen accompanying Deputy President Kithure Kindiki on an impromptu visit to the Kanyuambora irrigation water project in Mbeere North.
Observers had earlier speculated that Kindiki’s visit signified positive political developments for Ruku, who has been a vocal supporter of the Kenya Kwanza administration. Despite being elected under the Democratic Party (DP) ticket, Ruku has remained steadfast in backing the government, even when the DP party, which is linked to Muturi, indicated its intention to leave the Kenya Kwanza coalition.
Sources within the administration suggest that Kindiki played a crucial role in influencing Ruku’s nomination. The Deputy President’s visit to Mbeere North, which came after weeks of maintaining a low political profile, was perceived as a strategic move reinforcing Ruku’s growing political stature. The nomination signals President Ruto’s continued restructuring of his Cabinet to strengthen his administration.
Ruku’s loyalty to the government and his unwavering support for Kindiki may have contributed to his elevation. The Mbeere North MP has been one of the strongest proponents of Kindiki’s leadership in the Mt Kenya region, particularly in Mt Kenya East. His close ties with the Deputy President likely cemented his position as a preferred candidate for the Cabinet role.
In addition to Ruku’s appointment, President Ruto made other significant changes to his Cabinet. Former Defence CS Aden Duale was reassigned to the Health Ministry, replacing Susan Nakhumicha. Meanwhile, Debora Barasa was moved to head the Environment, Climate Change, and Forestry Ministry, filling Duale’s previous position. The President also nominated Hannah Cheptumo as the new CS for Gender, Culture, Arts, and Heritage.
These changes indicate a broader strategy to realign the government’s priorities and reward key political allies. As Ruku awaits parliamentary vetting and approval, his elevation marks another milestone in the dynamic political landscape of the Kenya Kwanza administration.
