The ongoing recruitment of new commissioners for the Independent Electoral and Boundaries Commission (IEBC) has drawn significant interest, particularly from counties in the Western and Nyanza regions. An analysis of applications received by the IEBC selection panel reveals that Homa Bay and Kisii counties lead in submissions for both commissioner and chairperson positions.
According to the selection panel, a total of 1,319 candidates applied for commissioner roles, while 37 individuals expressed interest in becoming the next IEBC chairperson. Homa Bay County topped the list with five applicants for chairperson and 63 for commissioner positions. Kisii followed closely with 62 applications, while Bungoma and Kakamega recorded 59 and 54 applications, respectively. Other leading counties in the region include Siaya (43), Kisumu (39), Busia (36), Migori (36), Nyamira (35), and Vihiga (34).
Beyond the Western and Nyanza regions, Meru County in Mt Kenya recorded a notable 43 applications, matching North Eastern’s Wajir County, which had 37 applicants. Trans Nzoia registered 36 applications. However, some counties recorded significantly lower interest in the positions, with Lamu registering only three applicants, followed by Turkana and Samburu with seven each. Other counties with low application numbers include Tharaka Nithi (eight), Nyandarua (eight), Nairobi (eight), and Laikipia (nine).
The gender breakdown of the applicants indicates a significant disparity, with 1,078 male applicants (80.8%) and 237 female applicants (17.8%). Additionally, the panel noted duplicate applications, 91 unreferenced applications, and 14 submissions deemed as stray.
The reconstitution of the IEBC follows the exit of former commissioners, including the late Wafula Chebukati, who served as chairperson, and other senior officials who left after the 2022 General Elections. The absence of a fully constituted commission has delayed critical electoral activities, including upcoming by-elections and early preparations for the 2027 polls.
With the shortlisting process completed, the next phase involves candidate interviews. Selection Panel Chairperson Nelson Makanda has assured the public of a fair and transparent recruitment process, emphasizing integrity, impartiality, and accountability in identifying suitable candidates for these crucial roles.
