Kawira Mwangaza’s tenure as Meru governor was marked by both a remarkable rise and a dramatic fall. Elected in 2022 as an independent candidate, she defied the odds by defeating seasoned politicians. However, her time in office was riddled with challenges that ultimately led to her impeachment.
Her leadership faced resistance early on, with Members of the County Assembly (MCAs) accusing her of failing to engage with them and showing disrespect. This conflict escalated, leading to multiple impeachment motions. Although she survived the first two attempts, the third proved successful. In August 2024, 49 out of 69 MCAs voted to remove her from office. The case then proceeded to the Senate, which upheld the decision, leaving the Judiciary as her last resort. Her appeal to the High Court was dismissed in March 2025, effectively ending her tenure.
The accusations against her included gross misconduct, abuse of office, and violations of the Constitution. Despite her efforts to challenge these claims, the courts found no merit in her petition.
One of the key factors behind her political struggles was her decision to run as an independent candidate. Without the backing of a political party, she lacked the structural protection that affiliated politicians often rely on. Political analysts argue that being part of a party provides a safety net, as party structures and alliances can shield members from political attacks. Mwangaza’s independence left her vulnerable to opposition within the county government.
Recognizing this vulnerability, she later joined the United Democratic Alliance (UDA) in April 2024, aiming to secure a stronger political footing. She even declared her intention to contest the 2027 gubernatorial race under the UDA banner. However, her affiliation with the party came too late to shield her from impeachment, as she had not originally vied under its ticket.
Following her removal from office, Mwangaza suggested that her political downfall was orchestrated by individuals within the government. Despite these claims, her fate had already been sealed by the legislative and judicial processes that upheld her impeachment.
Mwangaza’s story highlights the challenges that independent candidates face in a political system dominated by party structures. While her election was a historic achievement, the lack of party backing ultimately played a significant role in her political downfall.
