President William Ruto has instituted significant changes within the ranks of Principal Secretaries (PSs) and made key appointments to the nation’s foreign service in a move aimed at aligning his administration with emerging economic opportunities. The reshuffle, announced by State House on Thursday, is designed to accelerate the implementation of Ruto’s Bottom-Up Economic Transformation Agenda.
According to a statement from State House, the changes are meant to enhance efficiency in government and ensure that critical sectors of the economy receive the necessary leadership to drive national development. The reorganization includes both new appointments and the redeployment of existing officials to different roles within the government.
Key Appointments and Nominations
Among the new entrants into the administration is former Health Cabinet Secretary Susan Nakhumicha, who has been nominated as Kenya’s Permanent Representative to the United Nations Human Settlements Programme (UN-Habitat).

Reassignments and Promotions
In addition to new appointments, several existing Principal Secretaries have been reassigned. Notably, Mr. Amos Gathe has been promoted from PS Public Service to Deputy Head of Public Service. Former ICT PS Prof. Edward Kisiang’ani has been appointed as a Senior Adviser and Member of the President’s Council of Economic Advisers.
Other notable reassignments include:
- Prof. Julius Bitok moved to State Department for Basic Education.
- Ms. Teresiah Mbaika transferred to the State Department for Aviation & Aerospace Development.
- Mr. Ismael Madey reassigned to the State Department for Special Programmes.
- Mr. Harry Kimtai shifted to the State Department for Mining.
