Machakos Governor Wavinya Ndeti has issued a stern warning to her staff against engaging in corruption, emphasizing her administration’s zero-tolerance policy towards practices that hinder economic growth and service delivery. Speaking during the swearing-in of Justus Kasivu as the County Executive for Health, Wavinya reiterated her commitment to transforming healthcare and enhancing accountability within county operations.
Anti-Corruption Stance
During the ceremony in Machakos, Governor Wavinya made it clear that corruption would not be tolerated under her leadership. She warned county officials that stern action would be taken against those found guilty of corrupt practices. “Corruption has no place in this administration. We are committed to ensuring the resources meant for the people of Machakos are utilized effectively for their benefit,” she said.
Her remarks came as part of a broader push to improve governance in the county and support critical sectors like healthcare, which remains one of the largest consumers of the county’s recurrent and development budget.
Appointment of Justus Kasivu
The governor also used the occasion to highlight the appointment of Justus Kasivu as the substantive County Executive for Health. Kasivu, who had been serving in an acting capacity, was sworn in by the Machakos Law Court registrar following vetting and approval by the County Assembly. Governor Wavinya expressed confidence in Kasivu’s leadership, describing him as a competent and capable professional poised to spearhead the much-needed reforms in the health docket.
“Provision of quality and timely healthcare service for Machakos people remains one of my top priorities,” the governor said. She added that Kasivu’s appointment comes at a critical time when the county is implementing reforms aimed at improving service delivery in the health sector.
Addressing a Healthcare Crisis
Kasivu’s appointment coincides with a healthcare workers’ strike that has paralyzed medical services in the county. Doctors, laboratory technicians, clinical officers, and public health officers have downed their tools, citing poor pay and delayed promotions as their primary grievances. The strike has placed immense pressure on the county government, with residents struggling to access essential health services.
The governor acknowledged the challenges facing the health sector and outlined Kasivu’s immediate priorities, including addressing the grievances of healthcare workers and steering reforms to optimize service delivery. “The health docket employs a third of the county’s workforce and consumes the largest portion of our budget. Kasivu’s assignment is clear – to implement reforms that ensure efficiency and accountability,” Wavinya stated.

The resignation of Dr. Daniel Yumbya, the former health CECM, in August 2024, had created a leadership vacuum that compounded the sector’s challenges.
