Makueni Governor Mutula Kilonzo Jr has recently issued a strong appeal for development partners to adopt a collaborative approach in the county. Speaking at a ceremony in his Wote office, Governor Kilonzo emphasized the importance of effective coordination and resource utilization among organizations involved in development projects.
During the signing of a Memorandum of Understanding (MoU) between the county government and two key organizations—the Makueni Development Trust (MADET) and Kitise Rural Development (KRD)—the Governor underscored his administration’s commitment to ensuring that resources are used effectively to benefit the residents of Makueni.
Mutula Kilonzo Jr expressed concerns over the practice of some organizations operating in isolation, which he warned would not be tolerated in Makueni. “It is crucial for development partners to be aware of each other’s activities and areas of operation to avoid duplication,” Kilonzo said. He highlighted that collaboration would lead to greater synergy and ensure that funds are directed towards intended projects, thus maximizing their impact on the community.
The Governor stressed that proper utilization of aid is fundamental to achieving transparency, accountability, and good governance. “It is essential that commitments made are fulfilled to the highest standards. This is not just about meeting targets; it is about laying the groundwork for effective governance and ensuring that resources are used wisely,” he added.
Kilonzo also emphasized the role of public engagement in fostering a responsive and transparent administration. He noted that citizen participation is vital for ensuring that government projects meet community needs and that resources are spent appropriately. “Engaging with citizens helps us to be more responsive and accountable. Their involvement makes us more transparent in how we implement projects across the county,” he stated.
The Governor acknowledged the importance of civic education in empowering residents and improving governance. He praised Makueni’s track record in public participation, noting that it has positioned the county as a model for others, including international organizations such as the World Bank, which have come to benchmark Makueni’s approach.
In his address, Governor Kilonzo also proposed a shift in the way county governments interact with development partners. He suggested that counties should have the authority to sign contracts directly with development partners, allowing them greater control over the funds allocated to them. “County governments should be in charge of managing and directing funds rather than having them overseen by the national government. This would enhance efficiency and accountability,” he argued.
The MoU signed at the event marks a significant step towards more coordinated development efforts in Makueni. Simon Nzioka, the Board Chairperson for MADET, highlighted that the agreement would empower local communities, strengthen governance structures, and promote community-driven development. MADET’s involvement will focus on environmental and climate change issues, youth and gender matters, and socio-economic transformation through various community groups.
KRD Coordinator Joseph Mwanthi detailed his organization’s focus areas, including agriculture, health, water and sanitation, housing, community governance, climate change adaptation, and youth empowerment. Mwanthi expressed enthusiasm about the potential for positive impact through their initiatives in these critical areas.
The event was attended by senior county government officials, including the Executive Committee Member for Public Participation and Devolution, Japheth Mang’oka, and the Executive Committee Member for Gender, Eng. Peter Mumo, among others.
