Ministry of Education Disburses Free Day Junior School Education Funds for Term 2, 2024

The Ministry of Education has released the much-anticipated Free Day Junior School Education (FDJSE) funds for Junior Schools (JSs) for Term 2 of 2024. Each learner is allocated Ksh4,998.1, ensuring adequate support for educational needs. Additionally, every school will receive a basic allocation of Ksh274,444.00. This data was confirmed through the National Education Management Information System (NEMIS) on April 20, 2024, at 10:30 am.

The largest portion of the funds, amounting to Ksh199,713, is allocated for personal emoluments. This ensures that the staff is adequately compensated, fostering a stable and motivated teaching environment.

  • Rental Box and Postage, Telephone Charges, Board of Management (BoM) Meetings, and Capacity Building: Allocated Ksh58,416.37.
  • Internet Connectivity: Allocated Ksh11,667.14.
  • Electricity, Water, and Conservancy: Allocated Ksh4,647.49.

These allocations ensure that the administrative and operational aspects of the schools are well-managed, supporting a conducive learning environment.

  • Tuition: Each learner is allocated Ksh1,746.38 for tuition, ensuring access to quality education.
  • Centralized Procurement: Ksh1,175.720 is allocated, bringing the total per learner allocation for this category to Ksh2,922.1.
  • Total Allocation for Operations: Ksh2,076.00

These funds ensure that schools can cover operational costs and continue to function smoothly.

The Principal Secretary (PS) has emphasized that these funds are intended to cater to all learners in grades 7 and 8. Schools are required to utilize these resources in accordance with the estimates issued by the ministry.

School heads with Junior Secondary Schools (JSS) are directed to acknowledge the receipt of funds by issuing official school receipts to the Principal Secretary, State Department for Basic Education, for both Tuition and Operation Accounts. Copies of these receipts should also be sent to the Sub-County Director of Education and County Director of Education. This acknowledgement must be completed within two weeks of receipt of the funds.

The memo from the PS highlights strict compliance measures. Schools failing to acknowledge receipt of funds within the stipulated time will be suspended from the programme. Additionally, recovery measures will be instituted for schools found to have an enrolment lower than the one used for disbursement.

Schools with conflicting characteristics will be excluded from disbursement until correct details are provided and verified. Furthermore, schools are urged to complete their data on NEMIS, as all future disbursements will be based on this system.
