Over 127,000 University Student Loan Applications Processed Amid Controversial Funding Model

Education Cabinet Secretary Julius Ogamba announced that the government has successfully processed 127,591 student loan applications under the new Higher Education Funding model. This model, which categorizes students into five bands based on their family’s financial status, has been met with both anticipation and controversy.

Funding and Disbursement

The new funding model aims to address the diverse financial needs of students by dividing them into five distinct bands. Each band represents a different level of financial assistance based on the economic status of the student’s family. This approach is intended to make the allocation of funds more equitable and targeted.

CS Ogamba revealed that the government has already allocated Ksh.5.2 billion to the Higher Education Loans Board (HELB) for tuition and upkeep loans. Additionally, Ksh.2.8 billion has been designated for scholarships through the Universities Fund. This substantial investment highlights the government’s commitment to supporting higher education, despite the challenges and controversies surrounding the new model.

The disbursement of these funds is currently underway, with money being directed to university and student accounts. This process is contingent upon the verification of students’ admission and reporting. The goal is to ensure that all eligible students receive the financial support they need by August 30, 2024.

CS Ogamba assured that the ministry is working diligently to address these grievances and expects to resolve them within three weeks from the date each appeal is submitted. This review aims to rectify any inaccuracies in the initial categorization and ensure that no student is unfairly denied the funding they deserve.

Furthermore, the application deadline for student funding has been extended from August 15, 2024, to December 31, 2024. This extension is intended to accommodate late appeals and provide additional time for students to apply for financial assistance. The decision to extend the deadline reflects the government’s commitment to ensuring that all deserving students have the opportunity to secure funding.

Enhanced Verification Process

To enhance the fairness and accuracy of the funding distribution, the Ministry of Education is collaborating with officers from the National Government Administration Office. This multi-agency approach involves verifying the information provided by applicants across all 106,600 villages in Kenya. The involvement of these officers is expected to improve the accuracy of the data and ensure that applicants are placed in the correct funding bands.
