Governors across Kenya are in the spotlight as the push for equitable revenue allocation from the National Government gains momentum. A recent survey by Politrack Africa highlights a glaring disparity in county development efforts, with many governors failing to meet public expectations due to insufficient investment in key sectors.
The poll, conducted from November 10 to 17, 2024, sampled 3,211 respondents across the country and evaluated the performance of 20 governors. The results reveal that while some counties are making strides, others are hindered by a lack of initiatives or adverse effects of misaligned priorities, such as workforce reductions impacting service delivery.
The survey aimed to provide insights into the political landscape and public perception of county leadership. Politrack Africa stated, “Its execution was motivated by the need to have insight on the current political landscape and assess the approval of the county leaders from the vantage of public perception.”
Top Performers
Kakamega Governor Fernandez Baraza emerged as the highest-performing governor with a 76.5% approval rating. His administration’s focus on infrastructure development and agricultural projects has resonated well with constituents.
Tharaka Nithi’s Muthomi Njuki followed closely with a 75.1% approval rating. Njuki has earned praise for advancing health services and educational infrastructure in his county.
Narok Governor Patrick Ole Ntutu secured third place with a 73.2% approval rating. His initiatives in promoting tourism and addressing land disputes have significantly impacted his county’s development trajectory.
Council of Governors Chairperson and Wajir Governor Ahmed Abdulahi ranked fourth with a 70.7% approval rating. Abdulahi’s advocacy for marginalized counties and efforts in water projects have been key to his popularity.
Rounding out the top five is Nandi Governor Stephen Sang, with a 68.9% approval rating. Known for prioritizing sports development and agricultural value addition, Sang’s administration has been a model for youth empowerment and economic growth.
Women Leaders Shine
Two first-time female governors, Homa Bay’s Gladys Wanga and Meru’s Kawira Mwangaza, made it to the top ten, ranking sixth and seventh with approval ratings of 68.2% and 67.5%, respectively. Wanga’s leadership has focused on health and women’s empowerment, while Mwangaza has worked tirelessly to stabilize Meru’s administration and deliver on campaign promises.
Challenges and Opportunities
The survey underscores a troubling trend: many governors have underperformed due to limited development initiatives or mismanagement of resources. Those who have made investments often do so at the expense of other critical sectors, particularly through workforce reductions that hinder service delivery.
Politrack Africa data analyst Emmanuel Kutosi observed, “The performance of the county is being determined by the leadership within that county. The manifestos that were shared are being fulfilled to varying degrees. The success of each county depends heavily on how governors implement their policies and agendas.”
The poll highlighted a direct link between successful development and re-election prospects. Public-focused projects, rather than self-serving initiatives, significantly influence voter confidence.
“If this trend continues, approximately half of the governors may be in a favorable position for re-election while the other half may face significant challenges in seeking re-election,” Kutosi remarked.
The Road Ahead
As governors navigate the remainder of their terms, the survey serves as a wake-up call. The call for increased revenue allocation from the National Government must be coupled with efficient use of resources at the county level. Transparent governance and prioritization of public needs will be critical for long-term success.
For counties like Kakamega, Tharaka Nithi, and Narok, the challenge will be maintaining their momentum. Meanwhile, underperforming counties have an opportunity to realign their priorities, focusing on impactful projects that address pressing community needs.
The Politrack Africa survey has not only ranked the top-performing governors but also laid bare the gaps in governance that need immediate attention. With the 2027 elections looming, governors must heed the voices of their constituents, proving that they are worthy stewards of their respective counties.
