The Higher Education Loans Board (HELB) has announced the opening of its portal for the 2024-2025 loan applications, inviting eligible students to apply for financial aid through the new Higher Education Financing (HEF) program. This new model is designed to support first-time university students and TVET trainees recognized by the Ministry of Education.
Eligibility and Application Requirements
Eligible students are those admitted to universities and Technical and Vocational Education and Training (TVET) institutions. To apply, the following are required:
- Valid Email Address and Telephone Number: Essential for communication and updates.
- KCPE and KCSE Index Numbers and Year of Examination: To verify educational background.
- Passport-Sized Photo: Must be in jpeg/jpg/png format.
- National ID or Maisha Card: Both sides in PDF format.
- Valid Bank Details or Registered M-Pesa Number: The bank account or M-Pesa number must be under the applicant’s name and ID number.
- Birth Certificate: Required in PDF format if applying as a minor.
- Sponsorship Letter: If sponsored in secondary school, the letter must be in PDF format.
- Parents’ National ID and Registered Telephone Number: Needed for verification.
- Parent’s Death Certificate: If applicable, in PDF format.
- Two Guarantors’ ID Numbers and Registered Telephone Numbers: Guarantors can be parents.
New Funding Model
The new funding model requires candidates to apply for both government aid and loans to fund their education. This initiative aims to provide financial support to a larger number of students:
- Public Universities: Scholarships and loans will be available for 130,485 students.
- Private Universities: 9,662 students will receive loans only.

- Complete the Application Form: Provide all required information and upload necessary documents.
- Submit the Application: Ensure that all information is accurate and complete before submission.
