Delhi Airport is set to make history with the introduction of the country’s first-ever air train, officially known as the Automated People Mover (APM), by the end of 2027. This ambitious project aims to facilitate effortless travel between Terminal 1 (T1) and Terminal 3 (T3), transforming the passenger experience at one of the busiest airports in the world.
In a significant development, Delhi International Airport Limited (DIAL) has announced plans to initiate the construction of the air train, which will cover a 7.7 km route featuring four strategic stops: T2/3, T1, Aerocity, and Cargo City. The introduction of the APM is expected to eliminate the current reliance on Delhi Transport Corporation (DTC) buses for terminal transfers, streamlining the travel process for millions of passengers.
To kickstart the project, DIAL will begin accepting bids for the construction of the APM in October-November 2024. Interested bidders will need to propose cost-effective solutions and innovative revenue-sharing models or seek viability gap funding to ensure the project’s financial sustainability. The contract is anticipated to be awarded before the end of the fiscal year, allowing for timely progress toward the construction phase.
The APM is designed to operate under a state-of-the-art model, adhering to the design, build, finance, operate, and transfer (DBFOT) framework. This comprehensive approach will guarantee a hassle-free travel experience and enhance connectivity between T1 and T3/2, significantly improving passenger comfort and airport efficiency. The implementation of the air train is also poised to contribute positively to reducing the airport’s carbon footprint, enhancing its Airport Service Quality (ASQ) score in alignment with global standards.
The estimated cost of the air train project is projected to be around ₹2,000 crore, although the exact figures will be determined through the bidding process. Notably, the government has assured that no development fees will be imposed on passengers to fund the project prior to its completion, alleviating concerns over potential additional costs for travelers. The initial proposal included six stops, but in a bid to minimize transit times, the government has streamlined the plan to four stops, ensuring quick and efficient movement between terminals while reducing the need for extensive security checks at non-terminal stations.
Delhi Airport currently serves over 70 million passengers annually, a figure expected to exceed 130 million in the next 6-8 years. A considerable portion of these passengers will be transit flyers, making the air train an essential component for seamless terminal transfers. In line with global practices, it is likely that the APM will be free for passengers, with funding recouped through aeronautical charges and User Development Fees (UDF), similar to the operational model seen at other major airports, including Mumbai.
