Chiefs of Defence Forces (CDFs) from East African Community (EAC) member states convened in Nairobi to deliberate on the security situation in the eastern Democratic Republic of Congo (DRC). The high-level meeting brought together key military officials, including Uganda’s Chief of Defence Forces, General Muhoozi Kainerugaba, who is also the son of President Yoweri Museveni.
The discussions followed a directive from the joint EAC-Southern African Development Community (SADC) Heads of State Summit held on February 8, 2025, in Dar-es-Salaam, Tanzania. The leaders emphasized the need for urgent intervention to address the escalating conflict and humanitarian crisis in eastern DRC.
Ahead of the Nairobi meeting, the EAC Defence Experts Working Group held two days of preparatory discussions, setting the agenda for the CDFs. Their focus was on establishing actionable strategies to stabilize the region and restore peace.
EAC Secretary General Veronica Nduva reiterated the significance of the Nairobi Process in supporting the DRC government and its people. She acknowledged the complexity of the crisis but expressed confidence in the region’s ability to forge a sustainable solution.
“The Community is committed to resolving the conflict in Eastern DRC, and we rely on you, the experts in defense and security. I am confident that you will provide the necessary steps that will ultimately lead to a solution,” Nduva stated.
Kenya’s Chief of Defence Forces, General Charles Kahariri, who chaired the meeting, underscored the urgency of addressing the violence and displacement in DRC. He called for collective responsibility and decisive action to prevent further deterioration of the situation.
“Our collective resolve and collaborative spirit during these deliberations reflect the strength and unity of the East African Community in pursuing regional peace and stability. I commend you all for your thorough analysis and actionable recommendations, which have significantly influenced our strategic decisions,” Kahariri noted.
The meeting established six key directives to guide future interventions:
- Immediate and unconditional ceasefire and cessation of hostilities.
- Provision of humanitarian assistance to affected populations.
- Opening of key supply routes to facilitate movement and aid distribution.
- Development of a securitization plan for Goma and surrounding areas.
- Immediate reopening of Goma Airport to enhance logistical support.
- Additional facilitative interventions to ensure long-term peace and security.
The EAC military chiefs reaffirmed their commitment to ensuring that the resolutions are implemented effectively, working in coordination with the DRC government and regional stakeholders. The outcome of the meeting will now be presented to EAC and SADC heads of state for further deliberation and endorsement.
As violence continues to destabilize eastern DRC, the role of regional bodies in fostering security and stability remains critical. The success of these efforts will depend on the commitment of all stakeholders in implementing the agreed directives.
